Get All Carriers (Odoo)

https://api.ecartapi.com/api/v2/services/carriers

Retrieves the available delivery carriers for a specific fulfillment. Both orderId and fulfillmentId are required. Returns the carrier already assigned to the fulfillment if one exists, otherwise returns allowed or active carriers.
