Create a fulfillment (invoice/shipment) for a VTEX order. For multi-package orders, pass fulfillmentOrderId from GET /orders/{orderId}/packages to target the correct package. Only packages with status.status: pending accept fulfillment creation — shipped packages already have an invoice.
